New Article Co-Authored by the Chair of the Civil Engineering Department Published
The article co-authored by Assoc. Prof. Ahmad Reshad NOORI examining barriers to public-private partnerships in Iraq’s construction sector has been published in the Q4-indexed Konya Journal of Engineering Sciences.
The article titled “Barriers to Public-Private Partnerships in the Construction Sector in Iraq,” co-authored by Assoc. Prof. Ahmad Reshad NOORI, Chair of the Civil Engineering Department, has been published in Konya Journal of Engineering Sciences, indexed in Q4.
The study investigates the barriers to the implementation of Public-Private Partnerships (PPPs) in Iraq’s construction sector. It aims to identify the factors affecting the effective adoption of PPPs, which have significant potential for delivering large-scale investment and infrastructure projects, particularly in developing economies.
Based on a literature review and a survey conducted with industry professionals, the study evaluates four main categories of barriers: legal, technical, implementation, and political. Using the Analytic Hierarchy Process, the findings indicate that legal barriers have the greatest impact on PPP implementation in Iraq’s construction sector. Technical and implementation barriers were found to have an equal level of influence, while political barriers were identified as the least influential category.
By identifying the major challenges affecting cooperation between the public and private sectors, the study provides valuable insights for the more effective implementation of investment and construction projects. The findings are expected to contribute to improving PPP models and investment processes in the construction sector, particularly in developing economies such as Iraq.
